The Biden administration will fund the distribution of crack pipes to drug addicts as part of its plan to advance “racial equity,” the Washington Free Beacon reported Monday.

“Advancing health equity involves ensuring that everyone has a fair and just opportunity to be as healthy as possible,” according to the Department of Health and Human Services’s call for grant applications.
- The $30 million grant program, which stopped taking applications Monday and will begin in May, will fund efforts by nonprofits and local governments to make drug use safer, including by distributing “smoking kits/supplies.”
- HHS said it will prioritize programs for “underserved” communities, like LGBT and black Americans.
- A spokesman for the agency told the Beacon that the smoking kits will include pipes for users to smoke crack cocaine, crystal methamphetamine and “any illicit substance.”

Similar “harm reduction” programs have not stemmed the rising tide of overdose deaths in cities like San Francisco, where nearly 1,400 people died from overdoses last year — more than from COVID-19.
